Remove the Summary and Scales page access when survey type is using critical incidents

Prerequisites Create a course and add Survey activity with 'Survey type' as 'Critical incidents' (you should see it under the Settings tab) Enroll 2 students, say student1, student2 Steps to test As student1 go to the Survey activity and fill the questions seen in the view page. And press "Submit". And press "Continue" Repeat step 1 for student2. Now as admin user go to this Survey activity and click the 'Response reports' tab. The admin user should not see "Summary" and "Scales" in the drop down selector. The admin user should see "Questions" and "Participants" in the selector.
