Flickr portoflio does not work and disappears from list

      Discovered while testing MDLQA-16219.

      This test requires a site with the following portfolios enabled and configured:

      How to reproduce:

      1. Login as a student and post a new discussion ina forum with an image attached
      2. Access the forum post and click on attachment export to portfolio button (is a + icon next to the image).
      3. Export the image to Flickr
      4. Expected: the image is exported to Flickr
      5. What happens: only file export is present.
