Add option to include glossary entries in course backups

      Glossary entries may be a part of the learning process when students create glossary entries. They also can also be part of the course content created by a teacher.

      When teacher create a course backup or import a copy from an other course the glossary entries are lost. Its possible to create a seperate glossary export, but this is a seperate process and most teacher don't know this.
      Admins can export whole courses with glossary entries only when they integrate the user in the backup. Teachers don't have the permission to export with user data.

      In our praxis we see very often teacher who want to share their courses with teachers from other institutions.

      We suggest to make the export of glossary entries easier for teachers.

      Idea:
      Teachers can mark that glossary entries are integrated and anonymized in the first step of backup process.
      If ore than one glossary is part of the course they can decide for each glossary seperate whether user entries are included or not. The initial setting is a default for all glossaries.
