Cannot create more than ~20 deep links at a time

 at a time when using a deep link response in LTI Advantage/LTI 1.3. We need to create 100+ content item links at a time from our tool provider. At present we are limiting the teachers to 20 content items at a time, however, after creating 60 content items, the time required to create the content items increases dramatically - it is looping on modedit.php redirects. Is 20 to 30 a limit on Moodle for creating content items? Is there a way to increase this limit? Is this a bug? What is the limit on the maximum number of content item links for a course? None of the other LMS' (Canvas, Blackboard, Brightspace have been tested) have any sort of limit
