Videojs lost the feature of adjusting playback rate in 4.0

      1. Log in as admin
      2. Create a new course
      3. Add a label
      4. Switch Label text to HTML mode and enter the following: 

        <a href="https://www.youtube.com/watch?v=3ORsUGVNxGs">https://www.youtube.com/watch?v=3ORsUGVNxGs</a>

      5. On course page, play the video
      6. Confirm presence of playback rates button inside player
      7. Confirm you can use it to speed up/slow down the video
