Language change in course content bank leads to system content bank

      You need to install at least one language apart from English and display language menu as documented on https://docs.moodle.org/400/en/Language_settings#Display_language_menu.  

      1. Log in as admin
      2. Go to a moodle course, click More menu and open the content bank.
      3. Switch your language to a different language.
      4. Confirm you are in the same course content bank. (not the system CB)
      5. Navigate to system context content bank.
      6. Switch your language to a different language.
      7. Confirm you are in the system content bank.

      1. Go to a moodle course and open the course content bank.
      2. Switch your language to german or any other language.

      Now you should see the course content bank in the chosen language.

      But what you actually see is the system content bank or if you do not have rights to view the system content bank you get an error message.
