Add setting to disable live editing in custom reports

      1. Login in as admin
      2. Navigate to Reports > Report builder > Custom reports settings in site administration
      3. Uncheck the Custom reports live editing setting and Save changes
      4. Navigate to Reports > Report builder > Custom reports in site administration
      5. Create a new report from the Users report source
      6. Confirm you can see the warning message "Viewing of report data while editing is disabled by the site administrator. Switch to preview mode to view the report." in the custom report table data.

      In order enable/disable live editiing in custom reports, we need to add the customreportsliveediting config setting (enabled by default).

      To give context to this issue - this was requested by a Moodle partner for a large client, creating computationally expensive reports - we can mitigate this by disabling the "live editing" of reports, meaning we don't show actual report data unless the user explicitly views/previews the report
