muteonstart not visible when muteonstart_editable is set

      BigBlueButton activity should be enabled (Site administration > Plugins > Activity modules > Manage activities).

      1. Log in as admin
      2. Disable all of these BBB plugin settings: voicebridge_editable, waitformoderator_editable, userlimit_editable, recording_editable
      3. Enable muteonstart_editable
      4. Create a Big Blue Button activity in a course
      5. Ensure the section "Room settings" exists and "Mute on start" checkbox is shown.

    Description

      The setting muteonstart is not shown even when muteonstart_editable is set. To be shown in the mod_form one of these must be set: voicebridge_editable, waitformoderator_editable, userlimit_editable, recording_editable

      The expected behavior is that muteonstart_editable should make the muteonstart on the modform visible.
