    Description

      To reproduce
      1. Go to the dashboard
      2. Add some blocks to the blocks drawer
      3. Expand the blocks drawer and tab through it. You'll notice that right before you tab through the block the tab focus disappears but pressing enter skips that block and you can proceed to the next block. Before 4.0, the skip link will be shown in the upper left-hand corner of the screen.
      4. Tabbing through the main content region seems to display the skip links properly.
