Description for File resource not displayed if it only contains an image

To recreate:

• As a teacher, add a File resource to your course
• Add a title in Name field, then enter some text and an image to the description field via atto editor
• Select the File resource
• Click save and display - the description is displayed to user as expected
• Edit the description to remove the text so there is only an image in the description field
• Click Save and Display

Expectation: the description (i.e. image) is displayed on the resource page
Result: The description is not displayed to the user
