Allow negative score for Marking guide

When attempting to give a negative score in a marking guide grading method, you are given an error stating negative values are not allowed.

Negative values were allowed in rubric (see: MDL-38105 ) and other areas of the gradebook - we are requesting the marking guide be consistent with the others
