User tours are not resetting correctly - need to refresh page to reload

Watch a user tour.

Click on the Reset User Tour button.

Tour does not start correctly.

Refresh the page and make sure you are scrolled to top of page.

Then the tour will restart.

If you use the backdrop, the page will shade as if the tour is starting but the first step never loads until you refresh.
