Came accross this bug while working on ~~MDL-68867~~.

When I try to create a group override in the assigment module the page gets hidden by the footer:

The only way to get around is to shrink the screen to a smaller resolution:

is a regression caused by

MDL-73595 Review making tertiary navigation items more distinct.
