users getting 'PHP is missing a temporary folder.' when attempting to upload users.

when installing Moodle 3.11 users getting an error message 'PHP is missing a temporary folder.' Tried setting path of temp folder in php.ini file, but that does not help. It appears that the error message is hardcoded, and no matter what we do, it always appears
