login to Moodle site.

Enter site administration > language > Language customization.

Choose an RTL language (for example Hebrew).

Open language pack for editing.

Select in component :(Show strings of these components) core > langconfig.php

String identifier: "thisicondirection".

Make sure you see: Component: "core_langconfig", String: "thisicondirection", Standard text: "standard".

Enter in Local customisation the string: "mirror"

To see the info question mark mirrored: Enter "My badges" page.
The footer question mark will mirror as well.

Effects any page that contains a help button.

Most of the RTL languages do not flip question mark direction.

Needed to find a better solution, like making a special class for flipping the question mark for those languages that require it.
