Steps to reproduce:

Go to Question bank in any website and create a question with Tag(s).
Create a quiz activity. Click on Add question.
Go to Add > from question bank. Verify that the question with tag(s) is listed.
Click on the Tag

Expected result: No error should be thrown
Actual result: "error/Must provide a cmid or courseid" error is thrown.
