Block Accessibility - Heading levels should only increase by one

Ensures the order of headings is semantically correct.

Heading elements are not in a sequentially-descending order.

For example my page and my courses.

In the screenshot: h1 "My courses" and right after is the h5  "course overview" heading. 

Properly ordered headings that do not skip levels convey the semantic structure of the page, making it easier to navigate and understand when using assistive technologies.
