Switch role to does not seem to work

      Description

      Use is logged on in unmodified course creator and Teacher roles.
      In a course the "Switch role to" drop down show the roles which the user may assign,
      When selecting a role e.g. Student, Guest there is no change to the visual apperance or (as far as I can see) the functionality available to the user in the role type temprariliy in use.
