Improve the styling of the tertiary navigation on the gradebook pages

      Test 1 (boost)

      1. Login as admin.
      2. Make sure you are using the boost theme.
      3. Enable outcomes (Site administration > Advanced features).
      4. Create a course and go to the course.
      5. Go to the course gradebook (ex. Grade history)
      6. In the gradebook
        1. confirm that the tertiary navigation area has a bottom horizontal border that has the same width as the secondary navigation bottom border.
        2. confirm that there is a divider (vertical border) right next to the tertiary navigation selector element.
      7. Change the browser to a width that is less than 767px.
        1. confirm that the tertiary navigation area has a bottom horizontal border that has the width as the secondary navigation bottom border.
      8. Click on every link within the gradebook tertiary navigation selector (Grader report, Grade history, Outcomes report, etc.)  and each time once redirected:
        1. confirm that the tertiary navigation area has a bottom horizontal border that has the same width as the secondary navigation bottom border.
        2. confirm that there is a divider (vertical border) right next to the tertiary navigation selector element.
      9. Navigate to Outcomes (using the gradebook tertiary navigation selector)
      10. Click on Manage outcomes
      11. In the Manage outcomes page:
        1. confirm that the tertiary navigation area has a bottom horizontal border that has the width as the secondary navigation bottom border.
        2. confirm that there is a divider (vertical border) right next to the Back button element.

      Test 2 (classic)

      1. Login as admin.
      2. Make sure you are using the classic theme.
      3. Create a course and go to the course.
      4. Go to the course gradebook (ex. Grade history)
      5. In the gradebook
        1. confirm that the tertiary navigation area has a bottom horizontal border which goes all the way to the vertical borders of the page content area.
        2. confirm that there is a divider (vertical border) right next to the tertiary navigation selector element.

      Scope:

      1. Ensure the styling of tertiary navigation area more closely matches the provided designs (borders and dividers)
