Move "Delete" preset confirmation to a modal

      Covered by behat and unit tests. Manual testing to confirm everything is happening on a modal:

      1. Log in as teacher
      2. Create a Database activity on a course
      3. Go to Database activity
      4. Go to Presets tab
      5. Choose "Image gallery" preset and click on 'Use preset' button
      6. Go to Templates
      7. Click on Save as preset button
      8. Add a name to the preset and Save
      9. Go to Presets
      10. Open the Action menu on newly saved preset and select Delete
      11. Confirm there is a modal with 'Cancel' and 'Delete' buttons, but the page hasn't been reloaded.
      12. Click on Delete button
      13. Confirm you are on Presets page
      14. Confirm there is a 'Preset deleted' notification on green background.

    Description

      When the user clicks on the "Delete" action in the presets list page, the confirmation message should be triggered in a modal instead of on a new page.
