Move "Import" preset form to a modal

      Tested using behat. No manual tests needed.

      Manual test (optional) for new feature:

      1. Login as an admin.
      2. Go to a course and add a new database activity.
      3. Go to the preset page.
      4. Click on "Import" button.
      5. Confirm a popup appears to select a file.
      6. Use the sample-preset.zip file attached to the issue.
      7. Click on "Import".
      8. Confirm that the field mapping page is not displayed (not fields are present in the database).
      9. Confirm on the fields page, that the new fields are imported.
      10. Confirm on the templates page, that the templates are imported

    Description

      When the user clicks on the "Import" action, the form to upload the file should be triggered in a modal instead of on a new page.
