Secondary navigation bar changes

      1. Log in as admin
      2. Go to the site home page
      3. Maximise your browser's window
      4. Verify that the width of the secondary navigation bar (the menu bar that has the options "Course", "Question bank", ...) is less than 830px
      5. Verify that the secondary navigation bar does not have a top border
      6. Verify that the bottom border of the secondary navigation bar goes all the way to the edges of the container the secondary navigation bar is in.
      7. Go to the site administration
      8. Verify that the secondary navigation menu bar (the menu bar that has the options "General", "Users", ...) is expanded to have 100% width of its container.
      9. Verify that all the tabs (Genera, Users, ...) are visible on the page and no tabs are grouped under a "More⌄" item
      10. Verify that the secondary navigation bar does not have a top border
      11. Verify that the bottom border of the secondary navigation bar goes all the way to the edges of the container the secondary navigation bar is in.

      Summary:

      Within the Gradebook figma, We have noticed that there are discrepancies between both it and the current implementation of the Secondary navigation.

      Whilst these changes are not specific to the gradebook we’ll aim to handle them within this project.

      Scope:

      1. Update Secondary navigation styling
        1. Top border removed
        2. Bottom border is full width of parent div
      2. Ensure the styling changes do not break the rest of Moodle core
