      While logged in as a teacher, Inside a course using the topics course format, you should see the new options "hide all topics"/"show all topics" in the page header.

      Clicking hide all topics should change the visibility of all sections to hidden.

      I developed a plugin - Hide All Topics format (https://tracker.moodle.org/browse/CONTRIB-8956) which allowed teachers to hide and show all topics in a course at once. However, it was mostly a copy of the existing Topics format with one new feature, so I got the feedback that it might make more sense to contribute it to Moodle core, hence this issue.
