Description
This extends from the work in MDL-66222. Very rarely we have a case where the virus checker(s) have flagged a file and moved it into quarantine. At the moment it isn't a real quarantine, it is a once way trip to nowhere, and we want a way to let the file continue on and be uploaded to where it was original going to.
This might mean when we quarantine it we need to store some more metadata around where it was going to go to, or perhaps the act of allowing it to pass quarantine moves it into a new server folder and the user has to go through the process of selecting it from there rather than re-uploading it, so all the proper post upload processes happen as needed.
There is also the risk that the admin user is compromised and this becomes a vector for introducing things which we don't want, so we need to option in highly hardened sites for the passing process to be cli only.
