If the 'reports' link is shown in the breadcrumb trail and there is no previous report for the user then the report is arbitrarily picked from the list of child nodes of the report tab.

We have a number of sites with a collection of both custom and optional reports (as well as the core reports) and this provides what is essentially a random link. It isn't even consistent between sites running the same code base. I assume it's the result of the order in which they happen to have been installed.
I'm struggling to understand what the thinking behind this feature was but users find it confusing. We've had a number of "what does this do?" questions.
I'm noting that this feature has gone again by Moodle 4.
