We currently have a recordrtc plugin for Atto which adds Audio/Video recording to the editor.

barry.vanoudtshoorn@moodle.com points out that this really should be a repository plugin so that it is supported in areas which are not text editors too. We would likely need to also create an editor integration to open the filepicker to the relevant repository.
