Move the actions in Gradebook setup into a sticky footer

      The move and save action is already tested by Behat. Just to test the UI (so footer looks ok and items are aligned):

      1. create a course with few activities
      2. go to gradebook setup page
      3. Ensure you can see a sticky footer with single button 'Save changes' aligned to the right
      4. Create a grade category
      5. Ensure you can see a sticky footer with single button 'Save changes' aligned to the right and 'Move selected items to' dropdown aligned to the left and it is disabled
      6. Select some grade items
      7. Ensure you can see a sticky footer with single button 'Save changes' and 'Move selected items to' dropdown that is enabled
      8. Select cat1 from dropdown and click 'Save changes'
      9. Ensure grade item has been moved to cat1

      The aim of this issue to move the current actions in Gradebook setup from the bottom of the page into a sticky footer area. Leveraging the sticky footer component (https://tracker.moodle.org/browse/MDL-75401), we need to place the 'Save' action button and the 'Bulk move items' selector within the sticky footer.

      Scope:

      1. Move the 'Save' action button into the sticky footer area (right aligned).
      2. Move the 'Bulk move items' selector into the sticky footer area (left aligned)
      3. The existing functionality related to these actions is preserved.
      4. Automated testing continues to pass
