Make sure you have multiple users on your site

Go to Site administration > Reports > Custom reports

Create a report from datasource "Users" with default configuration

Make sure that users are sorted alphabetically and if you expand "Sorting" on the right the "Fullname" is checked

Description

When a report is created from the "Users" data source, the users are in random order. They should be sorted by full name in the default configuration
