Dynamic Rules for teachers in Moodle LMS

My college recently reviewed Canvas, Desire to Learn/Brightspace, and Moodle (they have been using Moodle since 2008), so I had a chance to dig into each LMS. Desire to Learn had something called an Intelligent Agent that could be used to automate many processes between the teacher and student such as sending reminders when they haven't accessed the course in x amount of days. I don't know how they do it and the closest thing I've seen is the Personal Learning Designer by OpenLMS. The Intelligent Agent from D2L was more robust than the PLD.
 
This kind of tool would be a great addition to Moodle and something that really made the D2L LMS stand out above the others. 
 
From what I understand of Dynamic Rules it is only available on Workplace and is a Site Admin permission. The Intelligent Agent is for teachers to reach students at the course level. The closest thing I know of is the Personal Learning Designer which used to be an available plugin from MoodleRooms (OpenLMS), but it looks like they pulled it.
