admin and manager cannot enter dates in courses in which they are not enrolled

    Description

      1. Login as Admin or Manager
      2. be sure that you are not enrolled in any course
      3. open the calendar or use /calendar/view.php?view=month
      4. select new event
      5. at Type of event you cannot select course
