Right now ubuntu 22.04 is the "latest" environment available for GHA:

We are already using it in a number of sub-products (moodle-docker, codechecker, moodlecheck...) and it's working ok.

So this issue is about to move core to also use 22.04, applying it to as many supported versions as possible. Let's see if it's a good fit for all.
