Add year to post dates in the Latest Announcements block (if not the current year ?)

When using courses that span over more than one year,m and in which announcements are used and the Latest announcement block added to the course page, titles of old announcements display without year information, which can be confusing to users.

Users need to see that the latest announcement was on 15 August 2020, for example, and not in THIS current year.

(Similar fixes were earlier introduced to the Timeline and Messaging. We need a fix in the Latest Announcements block too.)
