Maximum grade in Whole forum grading should inherit value from site's gradepointdefault setting - for newly added forums

Steps to reproduce:

1. In General grade settings (/admin/settings.php?section=gradessettings) change the Grade point default gradepointdefault from 100 to a different value e.g. 10; for testing purposes also change the Grade point maximum gradepointmax from 100 to a different value, e.g. 200
2. Add a new forum in a course, choose to use Whole forum grading > Points
3. The proposed Maximum grade value will be 100, while the expected value would be the site's default value 10 (which appears correctly for Ratings - when tested as well - the Maximum grade first proposed there is 10).

It would appear that the Whole forum grading maximum value first suggested is hard-coded at 100, rather than deriving its value from the site's General grade settings.

So far tested on 3.11.10.
