Make TinyMCE the default Editor for Moodle

    Description

      MDL-75071 introduces TinyMCE 6+ back to Moodle, but does not make it the default editor.

      MDL-75926 contains further improvements to TinyMCE 6 in Moodle LMS

      This issue is to handle migration of the default editor configuration from Atto to TinyMCE6.

      Note: This issue is targetted at Moodle 4.2.
