Add editor_atto tags to tests which require the atto editor

      Some tests require the atto editor, because they use the editor's UI specifically.

      These tests should have the editor_atto tag on the scenario and in the longer term we should try to make these tests editor-agnostic (except for those which are for the editor itself, or for its subplugins).

      These represent a breach of the component communication principles, and we should:

      • document them; and
      • fix them

      This issue seeks to document these uses, with MDL-75913 being opened to find an editor-agnostic approach to these tests.
