New select_menu can be hidden behind navbar on smaller screens and impossible to reveal content

      1. Login as admin.
      2. Create a course.
      3. Navigate to the course and go to the gradebook (Grades)
      4. In the Gradebook, reduce the window height to <= 600px
      5. Click on the tertiary navigation selector.
        • confirm that the dropdown menu is displayed below the element that triggered the opening of the menu.
      6. Reduce the window height further more to <= 300px
      7. Click on the 'More' item in secondary navigation.
        • confirm that the dropdown menu is displayed below the element (More) that triggered the opening of the menu.

      When viewing the User Report for the Grader, on a smaller screen (smaller height specifically), if you open the select menu to choose a different report, then the top values are hidden behind the navbar and it is not possible to scroll or reach them in any way.

      The menu also opens in such a way that it covers the element that opened it which I would suggest is counter-intuitive and does not behave in the way that most (any?) native form elements do.
