"Download all/selected submissions" imposes download date on the zipped files instead of retaining submission dates

      1. Create an assignment in a course.
        1. Make sure that the assignment has file submissions checked in submission types (this is default for a new assignment).
      2. Log in as a student and upload some files to the assignment.
      3. Make note of the time that you uploaded the files.
      4. Wait some time, five minutes would be good. You want to be able to distinguish between the time that you uploaded the files and a modified time that is when you downloaded it.
      5. Log in as a teacher.
      6. Go to the assignment and click "View all submissions"
      7. Click the "Download all submissions" button
      8. The download should commence.
      9. Open the zip file that was downloaded and view the files for the student. Make sure that you have a view of files that shows the time modified.
      10. Verify that the time modified is the time that the files were uploaded as a student, and not the time that the teacher downloaded the zip.

      This appears to be a regression, now affecting both 3.11.10+ and 4.0.4+ branches. I have not tested the latest 3.9 bug-fix release.

      Previously when the teacher downloaded zipped file submissions, the dates on the files corresponded to the actual submission dates.
      Currently, since some past release, Moodle imposes the same uniformed download date and time on all the files included in the zip file.
      For a teacher this is a LOSS of functionality, e.g. affecting the value of local archives of assignments, as well disorganising priority-based local marking of assignments.
