I tried searching if this has been already reported, but apparently, there are no reports about this issue yet.

I just noticed that on smaller screens (e.g. on mobile), the secondary navigation can wrap. I think this is okay. However, it overlaps with the elements below it (e.g. on the tertiary navigation elements)

To reproduce:

1. Go to a course's gradebook
2. Using the browser dev tools, use the device mode and select a smaller screen like the iPhone SE's.
3. Expected: The More menu will wrap but not overlap with the tertiary navigation.
4. Actual: The More menu wraps and overlaps with the tertiary navigation.
