Change order of blocks and TOC in block drawer

I know it's possible to change the oder of blocks in the right block drawer by assigning different weights. Howerver, the TOC of books are always on top of any blocks regardless of their weights. That means when a TOC is pretty large any other important blocks will be burried underneath.

It would be nice if admins have access to settings of the block drawer to customise it.
