      1. Remove any plugin from code base (like mod/book)
      2. Go to admin/index.php
      3. Run upgrade in web interface
      4. Ensure you see headings `Upgrading to new version` and `upgrade_noncore()`
      5. Ensure you see 'Continue' button
      6. Ensure you don't see any warning like `This page should automatically redirect. If nothing is happening please use the continue link below.`

      It appears that MDL-75751 caused a regression - an error message is displayed when running upgrade trough web.

      Steps to reproduce:

      1. Remove any core plugin from codebase
      2. Go to admin/index.php
      3. Run upgrade

      An error message will be displayed:
      This page should automatically redirect. If nothing is happening please use the continue link below.
