Create a new Moodle install at Moodle version 4.0

mdk create -v 400 -n upgradetest -i -e pgsql -t

Log in as admin, and setup the admin user

Navigate to Site admin -> Plugins -> Text editors -> Manage text editors

Take a screenshot of the page

Check out the master integration branch containing this patch after it has been itnegrated

Run the upgrade (either via CLI or web UI)

Refresh the text editor management page

Confirm that the Tiny editor is enabled

During an upgrade from an older version, Tiny is not enabled by default - it should be enabled, but not the default editor!
