The page for enrolments shows the edit icon (cogwheel) for all enrolment methods when moodle/course:enrolconfig is set also if enrol/{method}:config is missing. Clicking on the icon results in an error message.

Steps to reproduce:

1. Create a course
2. Verify you don't have the permission enrol/manual:config for this course (which is default setting for teacher role).
3. Go to page 'Participants' -> 'Enrolment methods' in the course.
4. Click on the cog wheel next to 'Manual enrolments'.
5. You will see the error message 'Sorry, but you do not currently have permissions to do that (Configure manual enrol instances).'
