      As the result of the research done on MDL-75991, we will improve the "zero state" for Course overview block in My courses page.

      The 5 different possible zero states:

       

      1. Users with no permission to create or request courses.

       

      2. For users with no permission to create courses but with permission to request courses.

       

      3. For users with course creation and management capability when some courses exist but the user is enrolled in none of them

      4. For users with course creation but no course management capability when some courses exist but the user is enrolled in none of them

       

      5. For users with course creation capability with no courses created.
