      1. Install the patch
      2. Create an assign activity, providing an Description and Activity Instructions.
      3. Verify that "Always show description" appears under the introduction.
      4. Tick "Always show description"
      5. Verify that "Display description on course page" appears under the Description
      6. Tick "Display discription on course page"
      7. Specify a future date for "Allow Submissions from"
      8. Other settings may remain at defaults
      9. Save the activity
      10. Access the activity as a member of staff.

      The changes to the assignment's description and instructions features are less useful than originally served.

      Whilst it can be see that there is a useful case for being able to distinguish between "meta" information about the assignment (e.g. what the topic may be, when to expect it) and the actual "instruction" for the activity (e.g."you must write 3000 words on the role of aardvarks in managing ant colonies), the introduction of these is not exactly clear.

      Other tickets have identified cases where a lack of understanding of where these elements are presented (or have been inadvertently presented, and "leaked" instructions prior to the correct timings) are of significant concern to teachers.

      In addition to the presentation of these elements being covertly (to an extent) with the settings, such as "submissions available from", the presentation of some of this information is not conducive to the student actually receiving them.

      For instance as noted in the instructions, if the instruction field is not presented to the student until they actually go to "add a submission" then they have already seen a page with only part of the relevant information, and they may not know to access the actual edit submission page to find out the further instructions.

      I believe that a further pass on both the student "flow" through this information is essential (as is one on where these appear for staff too as they have also identifed areas, see other tickets, where staff would benefit from seeing this information). 

      I would highlight that the progressive disclosure of "introduction" and then "instruction" over time / after a specified point is a very useful improvement, but it seems to have stumbled at the very last hurdle.
