MDL-76169 added improved steps/selectors for interacting with action menu elements on a page for improved reliability, we should use them in Report builder

Also improve the current 'actionmenu' selector to also match menus whose trigger item is not plain text (e.g. a \pix_icon instead, in the case of Report builder, and elsewhere)
