Fix "Add criterion" button

      There are some styling errors on the "Add criterion" when creating a marking guide from scratch

      Steps to reproduce

      • Go to any of the sites with moodle 4.0 installed and log in as an admin/teacher
      • Go to an existing course
      • Create an assignment, and in the Grades section, choose from the Grading method drop down menu the Rubric option
      • Go to Advance grading and Create a marking guide from scratch
