FULLME is not initialised for CLI, but some unit tests and other locations rely on it

The initialise_fullme_cli() function states:

Urls do not make much sense in CLI scripts

However, a number of unit tests, and possibly other CLI locations too, do rely on this being set.

Arguably this should be set to either;

• wwwroot
• the path to the script being called
