(Apologies if already reported -I couldn't find it)
If you have completion tracking disabled and your course is set to Show one section per page, then you still see the Progress as in the screenshot - but the progress will always stay at 0 since there is no completion tracking.
This was first noticed on the forums and confirmed by me on the School demo.
The issue affects both 4.1 and 4.0
