can create duplicate cohort idnumber

      1. Log in as admin
      2. Navigate to Users > Accounts > Cohorts in site administration
      3. Create 3 new cohorts:
        • Name: Cohort 1
        • Name: Cohort 2
        • Name: Cohort 3; Cohort ID: COH
      4. Ensure you're on the System cohorts tab
      5. Use the editing (pencil icon) option to change cohort ID of Cohort 1 to "TEST"
      6. Confirm cohort ID is updated to "TEST"
      7. Use the editing option to change cohort ID of Cohort 1 to "COH"
      8. Confirm cohort ID is not updated, and remains "TEST"
      9. Use the editing option to change cohort ID of Cohort 1 to "" (empty string)
      10. Confirm cohort ID is updated to empty string

      When we editing cohorts in page cohort/index.php we can set idnumber already existing cohort's idnumber. But in page cohort/edit.php we cant create duplicate cohort idnumber.

      For example, we have two cohort idnumber: blob and blobs. Then we go to cohort/index.php and in this page editing cohort idnumber from "blobs" to "blob". And will succesfully. But if we go to cohort/edit.php and try editing cohort idnumber from "blobs" to "blob" (if idnumber "blob" exist) the system will issue a warning, that idnumber already exist.
