Admin config fields of type password inconsistent behaviour

      1. Log in as admin
      2. Navigate to Security > Site security settings in site administration
      3. Confirm the input field for Cron password for remote access is not initially shown
      4. Press Edit password
      5. Confirm the input field is now shown and can be edited
      6. Enter a value in the field and press enter
      7. Press Reveal
      8. Confirm the password field content is shown

      When loading the config field, the input form is initially shown alongside the Edit password link, whereas it should be hidden until that link is pressed

      This is a regression from MDL-74814, the template changes that were made there also need making to the admin config password field type (ping huongn@moodle.com)
